Stasa Vukadinovic - Moritz Moszkowski Etude Op. 72 No. 11

Any tip on how to study this? Especially that left hand passage.
My teacher claims this is an "antifingers" etude, and that I have to use both fingers and arms to get that leggiero sound. Any idea on what he means?
