I'm a Canadian and I can confirm that ketchup chips are amazing and that it is the law that all products must be in both languages due to laws passed because of things like French Canadian Nationalism, but in Québec some products are not required to have English.

For the french translation it's a law only in Quebec (french), Ontario and New-Brunswick (billangual). The rest of the Canada is english.
