Armor isn't bad in hearthstone, is just sort of bad in arena, especially compared to other hero powers, where you usually can't avoid some damage, and so cannot get a lot of armor anyway. Besides, two mana for two armor is really terrible tempo, and should be spent doing something else. Of course, if you're using to stabilize your late game, or to offset the damage you are taking from your weapons, it can be good.
