Quick theory here, but... I think that Chara is actually the player, Chara being a shortened version of character. Plus it is shown that your actually naming Chara not frisk.... It's half baked but, in a way technically if your "evil" then Chara is evil. But if your not then Chara is not.

I'm pretty sure they made frisk the bad guy in this one because it was their fault for choosing genocide(well it's mostly the player's fault for choosing but we don't really have a song for the player.)Chara did nothing wrong in both routes.They were the ones narrating everything in each route(I think?),and when you end the Genocide run,Chara tells you to delete the timeline so they won't need to see their friends suffer,so none of them are really evil.
Chara isn't evil nor is frisk, the player plays as frisk and makes them kill a few monsters, but chara can't imagine a world without the rest of them so they makes frisk finish them all off then they can reset and have a good life
