With yet another vague answer from the PD, I took a gamble on a local 14V-B test. To my surprise, it fired up at around 12:01. Both of my audio devices were on the ground, which made for some interesting "warbly" echoes, I kind of dig it.
Location: 187 W 8th St, El Dorado, AR

Surprised they tested on a sunny day, usually do it on days it’s nasty looking out. 😂
Haha yeah, I hardly ever catch them testing. And they need to do it more often since half the sirens in town end up having problems that need to be looked into sooner than later
