Yes. Vegeta has literally committed genocide multiple times over before the series begins, he tries to do it again on Earth, does it on a smaller scale on Namek, and even in the Buu saga he kills thousands of innocents. He's not AS evil in the end of the series as he is in the beginning but his past sins can't be forgotten and he still commits evil from time to time. He belongs near the top of the list, not the bottom

Primary timeline 17 is redeemable enough even without his actions in DBS. 17 actively supported Goku's Spirit Bomb efforts, although in his own blunt manner. It's future timeline 17 who is problematic.

I would put 17 near the top of the least evil really, most of the stuff he does is more in line with if a delinquent teenager got powers than a supervillain. And while many were following orders it's clear many enjoyed doing so (Zarbon, Dodoria, the Ginyu Force, Nappa, and Radiz)

The list makes no sense in several points. 17's worst sins in the series are vehicle theft and property damage, killing Gero is an act of heroism if anything (it's literally what the heroes just tried to do). He had plenty of opportunities to kill people and actively decided not to. He belongs near the bottom of the list, right after 18 Also, "just following orders" isn't an excuse to commit evil. If someome is ordered to kill someone and he does it, yes the person ordering it is guilty but so is the killer. And none of the Frieza minions showcase any remorse or regret for what they do anyways

I think the Ginyu Force in general should be higher up, since even though they're not seen doing anything too bad, their dialogue during Recoome's fight implies that they have been partecipated in genocide (I'm just saying, placing bets while your friend is beating a five year-old to death isn't exactly normal).

I don't think Vegeta getting to the good side can undone all the bad thing he had done, he easily commited genocide off screen (not wanting to count when he destroyed Arlia in the anime) and he enjoyed it. Having a change of hearth years later wouldn't be an excuse to rank him lower than Android 17 who didn't kill anyone 'cept for Gero (unlike his future counterpart who killed thousands) or, i don't know, Raditz for example. Let's not forget that he also enjoyed the majinization and confesses to Goku that he hated the compassion that started to grew in him on his time on Earth and liked to be the ruthless saiyan he was once again.

17 ranked a bit high in my opinion, dude killed Gero and stole a van, compared to say Nappa who, being a pure blooded, Vegeta raised Saiyan, most likely would've obliterated East City for fun even if not under Frieza's order, hell Vegeta destroyed a planet for the lolz at his worst.
Nappa raised Vegeta, not the other way around. He's much older and was put in place by the king at the prince's birth to stay with his son and care for him... Well, atleast to the extent a Sayian living on planet Vegeta is emotionally capable of caring for another, which is basically, "Dont let him die, or the consequence for failing that task is death". Nappa was as old or a bit older at the time of his death than Vegeta is currently in the new DragonBall Super 'Heeters' Arc. So unless there's some sort of Sayian lore I'm completely unaware of that gave Prince Vegeta the ability to raise and give orders to Nappa while being an unkillable sperm in the kings sack, its a highly unlikely scenario.
Kid buu is far more evil. The fact that super buu waited even a little and gave a chance to piccolo to get prepared shows the difference between him and kid buu. Kid buu literally didn't waste anytime and destroyed earth. Not only that, he literally went to heaven to clap some more cheeks
I think Kid Buu should be number 1. He is literally just the embodiment of suffering and destruction. You never see him in a different state of mind than that of pure sadism. Also main timeline 17 is way to high that's crazy.

17 needs to be lower. Raditz needs to be lower. Vegeta needs to be higher. And Kid Buu without a doubt needs to be higher. Although Vegeta has changed, in Z he was still pretty much a terrible person/great character. He participated in slaughtering the Namekians to the point of having to wish back entire villages. He DEMOLISHED Goku, GOHAN, and Krillin and tried to destroy the planet... You put so much emphasis on beating Gohan and Vegeta did the exact same. Raditz, Vegeta and Nappa are all guilty of genocide on a planet-wide level, multiple times over. That is literally their profession, it's what they've been doing for 20 years, and none of them show any remorse for it. The only people that have a higher body count are Buu and Frieza (and maybe King Cold). It is possible that other minions of Frieza such as Zarbon and Ginuy force have committed similar or worse atrocities but if they have we don't know it, so based on the evidence the list should be Frieza at number 1 and Buu at 2 (Buu may or may not have a higher body count but Frieza is definitely much more sadistic), followed by they Sayans (maybe Vegeta is the least evil of them because he tries to redeem himself later on), then Cell, then the rest

Right as you said "it's his instinct". Buu is no more evil than a lion or any other predatory animal. He's uncontrollable like a wild animal but that doesn't make him evil. It's in his nature to be the way he is. Frieza on the other hand could be whatever he wants. He chooses to do bad deeds. It's not in his instinct to be untamed, he decided to. Which is why frieza is more evil than buu.

If a sea gull lands on a lions meal after the lions had its fill, the lion is just as likely to stare and watch it eat as it is to chase it off. @Jeff Holley think of most evil as judgement. I had to get deeper before I came back at you. At first I thought, I'll get him with the evil buu already came out. But I saw I was wrong. In the manga that is wrath buu, basically the anger fat buu built up but personified so I lost there. But then I saw a documentary about serial killers. All in their own right are evil, but the most evil were the cold, calculating ones( like frieza) and the ones that acted like a wild animal (like buu) were not as evil because their mental capacity was not as broad. To go with frieza with a family he won't kill. And relate it to a serial killer. I believe a person that can be a straight monster, but still hold normal attributes to be more evil than a person that can't even maintain a friendship. Imagine if you had a friend was a killer, that had some use for you, so you haven't been killed. Versus a person you just knew not to mess with. I believe the more evil one is the one wearing a "mask of sanity" vs the wild card. With that said, frieza is undoubtedly more evil because he keeps his subordinates alive because he can use them. In a way that's slavery and torture because you only exist because frieza allows it...and he can change his mind at any time. Buu doesn't have that complex mentality to do such things. He just destroys because that's his deigned nature. What he does is by definition "evil" but buu doesn't see it that way. Frieza knows what he does is evil and still enjoys the torment he causes. Buu is like a force of nature. He would kill you without a thought. Frieza would let you live if you serve his purpose. And if you rebel, he will kill you without a thought.

Clearly Cell is the most evil. Imagine a full person being sucked up through a god damned tail. At least when Buu absorbed his victims, they turned out to be unconsciously asleep within cocoons. Even though we saw #18's whole still intact body get knocked out of Cell, I still used to always think that his victims dissolved into nothingness. This list seems entirely inconsistent most if not all of the Ginyu force Saiyans as well as Zarbon and Dadoria, should be ranked more evil than 17 as everything they did that was counted as evil wasn't under orders but we're allowed to do ie... Nappa wasn't ordered to blow up the city hell Vegeta scolded him for it then allowed him to go entertain himself with the Navy which is a lot nicer than 17 letting someone go after he steals their vehicle. Same goes for the rest of the Frieza saga characters. Raditz was allowed to go get his brother not ordered to. Cui followed Vegeta to get higher favor with Frieza, the Ginyus played a game to see who got to kill the Z fighters and Vegeta making a game out of the torture following orders would literally have left them alive and by Frieza when Goku arrived. As for those under Babi's "control" the two humans and Vegeta both proved that it was merely influence as they all were able to follow their own self interest and disobey orders hell Deborah himself disobeyed when Buu was around attacking him with no hesitation.

Vegeta has literally committed genocide multiple times over before the series begins, he tries to do it again on Earth, does it on a smaller scale on Namek, and even in the Buu saga he kills thousands of innocents. He's not AS evil in the end of the series as he is in the beginning but his past sins can't be forgotten and he still commits evil from time to time. He belongs near the top of the list, not the bottom

And while many were following orders it's clear many enjoyed doing so (Zarbon, Dodoria, the Ginyu Force, Nappa, and Radiz)

The list makes no sense in several points. 17's worst sins in the series are vehicle theft and property damage, killing Gero is an act of heroism if anything (it's literally what the heroes just tried to do). He had plenty of opportunities to kill people and actively decided not to. He belongs near the bottom of the list, right after 18
Also, "just following orders" isn't an excuse to commit evil. If someome is ordered to kill someone and he does it, yes the person ordering it is guilty but so is the killer. And none of the Frieza minions showcase any remorse or regret for what they do anyways

5:58- While Burter is overall apathetic to Gohan's beating at the hands of Recoome and Guldo's death- something shared by all the members, you get the impression that in spite of the arguing, Burter would save Jeice if he got defeated first, not aware that Jeice wouldn't return the favor.
I think the Ginyu Force in general should be higher up, since even though they're not seen doing anything too bad, their dialogue during Recoome's fight implies that they have been partecipated in genocide (I'm just saying, placing bets while your friend is beating a five year-old to death isn't exactly normal).
I don't think that's the case, Jeice would definitely save Burter but they both know when they are outmatched.

I don't think Vegeta getting to the good side can undone all the bad thing he had done, he easily commited genocide off screen (not wanting to count when he destroyed Arlia in the anime) and he enjoyed it. Having a change of hearth years later wouldn't be an excuse to rank him lower than Android 17 who didn't kill anyone 'cept for Gero (unlike his future counterpart who killed thousands) or, i don't know, Raditz for example. Let's not forget that he also enjoyed the majinization and confesses to Goku that he hated the compassion that started to grew in him on his time on Earth and liked to be the ruthless saiyan he was once again.

17 ranked a bit high in my opinion, dude killed Gero and stole a van, compared to say Nappa who, being a pure blooded, Vegeta raised Saiyan, most likely would've obliterated East City for fun even if not under Frieza's order, hell Vegeta destroyed a planet for the lolz at his worst.
Future 17
Nappa raised Vegeta, not the other way around. He's much older and was put in place by the king at the prince's birth to stay with his son and care for him... Well, atleast to the extent a Sayian living on planet Vegeta is emotionally capable of caring for another, which is basically, "Dont let him die, or the consequence for failing that task is death". Nappa was as old or a bit older at the time of his death than Vegeta is currently in the new DragonBall Super 'Heeters' Arc.
So unless there's some sort of Sayian lore I'm completely unaware of that gave Prince Vegeta the ability to raise and give orders to Nappa while being an unkillable sperm in the kings sack, its a highly unlikely scenario.

Although Vegeta has changed, in Z he was still pretty much a terrible person/great character. He participated in slaughtering the Namekians to the point of having to wish back entire villages. He DEMOLISHED Goku, GOHAN, and Krillin and tried to destroy the planet... You put so much emphasis on beating Gohan and Vegeta did the exact same. Then in the Buu Saga, he allowed Babidi to get into his mind... But he never controlled him. Vegeta killed hundreds of people JUST to fight Goku...
Raditz, Vegeta and Nappa are all guilty of genocide on a planet-wide level, multiple times over. That is literally their profession, it's what they've been doing for 20 years, and none of them show any remorse for it. The only people that have a higher body count are Buu and Frieza (and maybe King Cold).
It is possible that other minions of Frieza such as Zarbon and Ginuy force have committed similar or worse atrocities but if they have we don't know it, so based on the evidence the list should be Frieza at number 1 and Buu at 2 (Buu may or may not have a higher body count but Frieza is definitely much more sadistic), followed by they Sayans (maybe Vegeta is the least evil of them because he tries to redeem himself later on), then Cell, then the rest

Kid Buu is definitely the most evil from the series, there is no question. This little guy is so psychotic that literally the first thing he attempts to do, is destroy what's in front of him.

@Jeff Holley think of most evil as judgement. I had to get deeper before I came back at you. At first I thought, I'll get him with the evil buu already came out. But I saw I was wrong. In the manga that is wrath buu, basically the anger fat buu built up but personified so I lost there. But then I saw a documentary about serial killers. All in their own right are evil, but the most evil were the cold, calculating ones( like frieza) and the ones that acted like a wild animal (like buu) were not as evil because their mental capacity was not as broad.
To go with frieza with a family he won't kill. And relate it to a serial killer. I believe a person that can be a straight monster, but still hold normal attributes to be more evil than a person that can't even maintain a friendship.
Imagine if you had a friend was a killer, that had some use for you, so you haven't been killed. Versus a person you just knew not to mess with. I believe the more evil one is the one wearing a "mask of sanity" vs the wild card.
With that said, frieza is undoubtedly more evil because he keeps his subordinates alive because he can use them. In a way that's slavery and torture because you only exist because frieza allows it...and he can change his mind at any time. Buu doesn't have that complex mentality to do such things. He just destroys because that's his deigned nature. What he does is by definition "evil" but buu doesn't see it that way. Frieza knows what he does is evil and still enjoys the torment he causes.
Buu is like a force of nature. He would kill you without a thought. Frieza would let you live if you serve his purpose. And if you rebel, he will kill you without a thought.

Kid Buu went to the otherworld to beat up the dead just because he wanted to, NO other villain can say that about themself. As for some of the other Majin fighters, Dabura would be the least evil as he was still a honest fighter and, if he was truly evil, he would have finished Piccolo and Krillin when he turned them to rock. And last who I'd put WAY higher is 17. All he wanted was to have some fun which, is quite relatable

Cell isn’t worse than the buus, he just wants to fight goku because of his programming, being goku, and being more importantly vegeta.

Cell just ends up devolving into Freiza when he's losing. He throws temper tantrums, tries to blow up earth, and uses too much power to the point he even loses his "perfect" power.

Clearly Cell is the most evil. Imagine a full person being sucked up through a god damned tail. At least when Buu absorbed his victims, they turned out to be unconsciously asleep within cocoons. Even though we saw #18's whole still intact body get knocked out of Cell, I still used to always think that his victims dissolved into nothingness. That's not even nearly as sick as the victims that Imperfect Cell literally drank, like that fat rich old man.
The only people Cell absorbs whole are 17 and 18, all of his other victims he drinks like the rich man. He not only kills people extremely painfully, he enjoys doing that

Kid buu is the most evil. The reason why is that this man literally went to heaven where your supposed to feel eternal *happiness* then goku powers up a spirt bomb and throws it at buu. But this man surprises us AGAIN and starts to push it back like goku had to go to super saiyan just so he can kill this fool. I think we can all agree that kid buu is the most evil hands down.

Nappa wasn't ordered to blow up the city hell Vegeta scolded him for it then allowed him to go entertain himself with the Navy which is a lot nicer than 17 letting someone go after he steals their vehicle. Same goes for the rest of the Frieza saga characters. Raditz was allowed to go get his brother not ordered to. Cui followed Vegeta to get higher favor with Frieza, the Ginyus played a game to see who got to kill the Z fighters and Vegeta making a game out of the torture following orders would literally have left them alive and by Frieza when Goku arrived.
As for those under Babi's "control" the two humans and Vegeta both proved that it was merely influence as they all were able to follow their own self interest and disobey orders hell Deborah himself disobeyed when Buu was around attacking him with no hesitation.
Raditz is less evil than the ginyu force and 19. Period

I disagree, this list wasn’t too good unfortunately. You bring up a lot of good points, but miss some vitals ones, like the fact that kid buu is known as the incarnation of evil, if anything he should have been number 1 and Vegeta is much more evil than where you placed him… -_-
