For international student the only scholarship available in the university of Luxembourg is the one for master. Regarding Phd, you can surely have a scholarship (but only if you have a prior learning there and your thesis being accepted by the school) but if coming directly for Phd, you'll mostly finance it by yourself
Applying for undergraduate course in Luxembourg when your an international student is not really worthy. I'm saying so because in Luxembourg even if you only want to apply for Bachelor, you must have already make three years of universty in your home country. So it's really more suitable and simple to go for the master directly instead

Does the university allow dependents to join and can students work while schooling?
Yeah you can work while schooling : 15H/ week during School days and 40H/week during holidays.
For the dependent, you can't bring the directly, maybe after a period of one year and you already having a house to recieve them
