@@n31x No, electric lights flicker too because they are connected to AC.You cannot see this effect under sunlight*, because sunlight doesn't flicker.

So if camera records at 60fps and number of rotations is dividable by 60 it makes full rotations between frames
@jobogella5506 that doesn't explain why you only see the effect when a flashlight is shun on it.
