Absolutely, there are many doctoral programs that are easy to get into. However, you are thinking about the problem wrong. You want to look for programs that greatly increase your value on the market, and these are usually the toughest programs.
You also want to look at programs that provide a strong signal to the market that you are a valuable resource.
You want to think about areas that provide:
Value.
That are difficult to copy.
That may you a rare resource.
These programs generally have very high entry standards. If you simply go to doctoral programs that are easy to get into, you are sending a very poor signal to the market. People are not going to be convinced with your value that you are providing.

In UK, University Derby. US, Texas Tech, Univ of Memphis, Univ Missouri, Kent State Univ. Univ of Illionis, Clemson. all programs around 30k dollars total tution and no GRE test. Good luck.
