Just got back from Cheboygan last week of June 2021. Water temp was 61 degrees. No fish biting unless you can get all the way out to the reefs. This video shows water temp 44. We couldnt do it with a cierra 2252, waves were slapping us around just halfway out to the reef. Had to turn back. Never got to fish any cold water and no fish were biting near the river port marina. Even the 80-100ft water between Bois Blanc headed up towards Michigan City had no fish in it either. I probably will not return. If the fish biting are only at the reef and we cant get to the reef safely. You need a bigger boat or use these charters.

We are planning on going up there in July. I've heard lots of charters go to Spectacle Reef. Is that where you are talking about?
I was worried because it's 18 miles from Cheboygan and we have a smaller boat. Like you, if we can't get out there, not sure where we would fish near the bay.
