A steel bell sounds bad enough but even worse when you mount it with a headstock that's too deep. You end up with double claps which forces you to install springs.

It looks like you'd be stuck with the existing casting for the headstock but if you could change it, try making it several inches less deep/shorter and you should find that it will only give a single clap. You should be able to do away with the springs then. I think you'll get a nicer sound without the clapper hitting a spring every time. For some reason, I'm not sure why, most American bells use deep headstocks. Somebody told me that it was so the bell would swing slower and sound like a bigger bell. But to me, the longer the pendulum, the slower the swing?? Therefore, a deeper headstock should swing faster not slower?? If I had the chance, I would want to time the swing of a deep vs shallow headstock and find out for sure which one swings faster.
The swing time is down to the amount of unbalanced weight, rather than the pendulum effect. Having a more arched headstock raises the centre of mass and reduces the swing time. The other problem with hanging bells like this is that the clappers fall rather than fly. A counterbalanced clapper would help. My grandpa has one but it is way different and same I couldn't hear anyone yelling to me while I was ringing it. I can't ring it anymore because some stupid wasps decided to make a nest in there a long time ago and the nest is still there and it's alive
You try to stop a cast iron bell that is swinging at full strength and you'll be wishing that you didn't because cast iron bells are insanely heavy and only a dummy would attempt to stop their rotation.
Plus, After PE which I go 7th Hour, The School Bell Kind of Scared me once, but at the Jr. High, There isn’t any vibrating bells, So it’s just the speaker alone

I think the iron bells have a pretty tone. No 36 has a beautiful tone, Each number has its own different tone. When they come from the same pattern of every which number, all in that particular number will sound the same.
Iron bells are always a surprise. Some, like this one, have a decent tone that almost sounds tuned, while most others aren't so nice. Still, they sound better than the horrible bells of Latin America.
Some bells in iron have a grainy sound in the iron but this one almost sounds like bronze. No 30 cs bell co bell has a grainy sound in the ring but pretty.
