A Data PM is a PM whose product is a data product, not a PM who also has to be the data scientist or data engineer in a product team. A more helpful term for what you describe would be ‘data-driven PM’ or just acknowledging that’s a data scientist or data engineer who also has to wear the PM hat in their team (eg because there’s no budget for a PM / because the product is in its most nascent state / because the org doesn’t think having a PM is useful). And in that case, you probably end up with someone who doesn’t have enough time to carry out both sets of duties, or do so with sufficient focus. It’s also why PMs generally don’t and shouldn’t contribute to their product’s codebase (even if they could)
