I'm Iron Man fan. Also fan of Mokka Commentary. The actual reasons how the villains formed.
1) OBADIAH STAND.
The Obadiah Stand joins forces with Ten Rings. Stand who was CEO of Tony industry on that time supplies dangerous weapons for Terrorism without Tony's Concern. Stand actually betrays Tony and used him for the Weapon developments purpose.
2) JACK HAMMER and WHIPLASH. Hammer Tech makes weapons. But nobody could get Tony's intellectual. Anton (Whiplash Father) and Howard Stark design the Arc Reactor.Howard Stark desired to use the reactor for good, Anton was interested in selling the technology to become rich. Hammer finds Whiplash fighting Iron Man with latest Tech. Hammer plan to collaborate with Whiplash became a team for his Weapon and Iron Man suit kind development. Whiplash used Hammer as a key to develop his suit and betrays Hammer later he try to destroy Tony.
3) ALDRICH KILLIAN.
Aldrich Killian was asked for Tony Stark's support for his project "Advanced Idea Mechanic". Tony didn't actually care about him. Of course Killian want to take revenge on Tony and he do some illegal Experiments with Maya Hensen's Research. In the end Killian used his powers to do bad things.
4) ULTRON.
Ultron was an Artificial Intelligence Peacekeeping Program.
Hydra work on with sceptor and an Artificial Program (Ultron at beginning stage). After the Hydra base fight Tony want to use Ultron for protect earth from greater threats. But Ultron was better than Jarvis, Veronica and Friday (Intelligence System). Ulton wanted to create his own army which is bad. Tony's mistake is one of the part in this fault.
5) ZEMO.
Zemo's family and many innocent people were killed in Sokovia fight (Avengers vs Ultron), Although Ultron was defeated Zemo blamed the Avengers for his family's deaths, developing a hatred. That's why Tony wants the Government to control the Avengers. Zemo sought to manipulate them into destroying each other.
6) VULTURE.
Tony arrange his own team to clean the New York City after Avengers 1 battle because The Chitauri Army is an alien force with their own developed Technology. Tony don't want anybody to get hurt or wants to misuse those Technology. He wanted to secure those Tech particles safely. Although, Vulture stole those Chitauri Tech and developed it to make money illegally.
7) MYSTERIO.
Mysterio is completely unstable and Stark was right to fire him before he could use his technology to become a danger. After Tony's sacrificed death, Mysterious formulated a plan to launch drone attacks disguised as natural disasters and Mysterio want to shine as a hero like Buddy Pine in Incredibles.
