U could try and put translucent powder underneath and when you’re done applying the glitter brush it away( idk if this is guaranteed to work for glitter since it does work for powdered shadows, but u could always try)

Just do the eye first and clean-up before foundation. Lots of eyeshadows have fallout even the luxury brands.
I have pigment like this and I use my fingers instead of a brush to reduce fallout.
