While I kind of miss his old laughter, I feel the rest is an improvement overall, with a more firm delivery on his normal parts while sounding more demented on the crazy ones. It is indeed the same voice actor from previous versions, like the rest of the cast. They just re-record the lines, kind of like Guilty Gear XX Accent Core, most likely since the original lines are from 2002-2005. This usually tends to get mixed reception, depending on how used you are to the original voices.
