Not really, an M&E system is everything, starting from the human resource, tools & methods to be used meanwhile a plan is a document that describes how the system will work, then a framework is just a section in form of a table or matrix that illustrates how indicators link to outputs

Regarding reporting I have a question. It is written where will it be reported rather than who will it be reported to I am confused shouldn't it be Annual report or a research report?

Clarify this please. Other than this I think that your video is really helpful for premature evaluators like me.
