Not Exactly. Letter of Technical Bid and Letter of Price Bid are mandatory in 1S2E procurement.
BDS Clause 11.2(h) & 11.3 (d) asks for ADDITIONAL DOCUMENT, if any required, demanded by the procuring agency.
