The letter is just a relative measurement, you can think of it as "size of the mountain relative to the rest of the body." The number is the size of the body. Without both number and letter, you can't figure out the actual size of the mountain. As for figuring out the number and letter, that's actually fairly easy. The number is just the circumference of the torso when measured right under the mountains, in inches. If you then measure the circumference of the torso at the peak of the mountains, you can find the letter by subtracting that circumference by the previous circumference. eg, if you measure 35 inches at the peak and 32 inches at the base, your letter is 35-32 = 3 = C (3rd letter of the alphabet). Then, if that's the case, your full measurement is reported as 32C. The weird quirk of this system is that C's look alike in size, but their physical size won't necessarily be the same. For instance, a 28C will look similar to a 32C, but physically, a 28C will be smaller than a 32C.
I’ve also heard sizing between stores and sometimes even within brands are inconsistent. With clothing, i’ve heard the same same and reason i’ve heard for it is to make woman “feel better” and be more likely to buy it. So they’ll make your size seem smaller by simply adjusting the numbers on the labels.
