Ab muje 2 nd year same course me credits tranfer karle dusre college me study karna hai... To kya ye possible hai??? Aur agar us college ki requirement 6.5 bands hai to muje firse ielts dena hoga?

Like bro some agency said due to recently changes in ircc there is a need of attestation letter from province . Agent said these PAL will use in apply Work permit so when I change course so on PAL there is contradactory so I'm worried Please answer😢
