Make a Vantage point for the Criminal base so people can shoot off the roofs of the base. This is really good for fighting heroes when you do not have powers or jetpacks. Also like Sketch said there should be many entrances so that when many people are entering the base they crowd up and its impossible to enter the base. When a hero is after them most of em will DIE.
