You need to gain more exposure. Government should have no business refining oil. In fact, all the refineries in Nigeria should be sold to the private sector. I live abroad and I can tell you that their governments only focus on good roads, good schools and hospital. Things like electricity, petrol, diesel, airlines and so on are meant to be run profitably by the private sector. Government trying to do everything is one of the many reasons Nigeria has failed to develop.
In the case of refining, Nigeria only need to ensure that there are more companies refining oil in order to prevent Dangote from holding monopoly. Monopoly is bad in any society.
