It definately used to be the case, but UA-cam dropped the minimum duration requirement to eight minutes (if memory serves) years ago, so I don't think it's as much of a factor as it once was.
To be honest, most of the mentions I've seen of it has been by people trying to sell it 😆 I'm keen to give it a go, just need to find the time between all this other news!
The UA-cam summaries is interesting because the whole reason people make these 10-20 min long videos is because Google prioritized them for more ads.
