Ultimate shaggy was fan fiction but it was so heavily elevated by fans that WB actually canonized it which is awesome!!!!

Essentially, in one episode of Scooby Doo, shaggy became ultra confident and was able to do impressive feats of strength, speed, and agility. There was a small trend in which UA-camrs calculated his raw power from these feats and suggested that he was on par with some Dragon Ball Z characters. This led to people creating memes in which Shaggy rivaled super saying characters. As a result, ultra-instinct Shaggy was born. There's a few good breakdowns of Shaggy's abilities on UA-cam.

There was an episode of Scooby Doo where Shaggy's personality got inverted and he became really confident and strong, and he single handedly beats an entire biker gang with ease. The scene became a meme when someone put Goku's ultra instinct theme over the fight scenes, and it quickly started a trend of people making fanart and animations of Shaggy being a crazy powerful DBZ character with some UA-camrs jokingly making videos about how powerful he could be.
It got so popular to the point that WB made it canon with Shaggy beating Scorpion from Mortal Kombat in the end credits of one of the MK animated films.

There is this one Scooby Doo movie where Shaggy gets hypnotised and gets extremely brave when he hears some word. He hears that word in a scuffle with a bunch of bikers and beats up all of them. Later years, Dragon Ball created Ultra Instinct and someone revived that scene and since then, memes of Shaggy being Ultra Instinct were being created.

They pretty much got most if not all of the original voice actors for all of the characters, they really wanted the game to feel as authentic as it can get.

My impression is that all the popular/well known characters from the franchises they showed would be in the game? Like for instance they haven’t showed those Looney Tunes characters you mentioned but i assume they will be in there, along with the flash and joker for the DC franchise, John Snow from Game of Thrones, all of the Scooby Doo gang etc etc
