I've never seen a place like this. Here in Vancouver, if someone is drunk like that outside a club they are arrested and thrown into the back of a police van and spend the night in jail.
So True in Canada we mostly know how to behave in public and in clubs. Same thing in Montreal. Women and men would due before showing their private parts in public.
If you're drunk outside a club, you 100% won't get arrested in Canada. If you're being a nuisance than sure but I work as a bouncer and cops rarely throw people in the drunk tank when we call them, let alone just driving by to arrest people for public intox.

Going out and having a few laughs with your friends on the weekends is not the same as problem drinking. It took me another 15 to 20 years past what you're seeing here to be the drinker that NEVER goes out with the friends for a drink, and stays home to do it alone - all day every day. I was still young when I was behaving the way these people are. It's just the last social stage on the drinking pyramid.
When I went to Germany I was happily surprised to see that the atmosphere in large drunken crowds (I went during Karneval time) was one of happiness and friendliness, which struck me as a contrast from the undertones of aggression I feel in similar crowds in the UK. But yes, it varies from person to person and you can get drunken violence in any country.

The culture has changed loads since then though and i'd say that most people want more finer things in life nowdays (Well down south anyway not sure what the North is like these days). The "Ladette" era is finally over and after TOWIE etc became big women seem to be acting a lot more classier than used to even if they are pretending.
I'm working as a bouncer in Eastern Europe and there are no nightclubs in my city where you could get inside dressed like all those people in this video. Always a nice shirt tucked into your dress pants, smart shoes and etc. And you need to look like you did your best to look good in those clothes. And even if you're barely drunk - you won't get in, if I can smell alcohol on you even though you look sober - you're not getting in, unless we know you and you spend a lot of money and you're not making any trouble while inside.

The owner has said it was fired only ever once to protect the nightmen.

But proof that they ain't changed, just more careful about it.
