I think this theme fits Vega very well honestly, although it doesn't have the Spanish-inspired instruments in his other themes, this I feel hits closer to home to his character. He's a mentally ill, cold-blooded assassin with an obsession with beauty that stemmed from the grief and anger in childhood losing his mother by his "ugly" step-father murdering her. The instruments in this specific song just nails that insanity/delusional vibe perfectly, and after watching the SF4 ending of him striving to be immortal in an addition to eternal beauty I kind of wish Capcom went back to this type of theme for Vega.

BTW I tried setting the playback speed to 1.25x & 0:00 - 0:11 & 0:42 - 1:02 sounded like a high damage version of this theme. I wish we had high damage themes in Alpha series too...

The original arcade version was planned by Takayuki Iwai (aka Anarchy Takapon) to have a custom CD-based sound system akin to the CPSIII that would give the tracks the heavy metal sound that's now only implied by these resultant MIDI versions. That being said, it's interesting that the soundtrack wasn't arranged for the console versions like the previous two games or 3rd Strike later on. Would've given MAX (aka Double Upper) or even Saikyo Dojo (Dreamcast) a little more sizzle.
