I've also driven a few semi trucks. When I let off the gas, yes the engine brings down the speed just like a 1.6 toyota does. A compression release engine brake, compression brake, or decompression brake, frequently called a Jacobs brake or Jake Brake, is an engine braking mechanism installed on some diesel engines. When activated, it opens exhaust valves to the cylinders, right before the compression stroke ends, releasing the compressed gas trapped in the cylinders, and slowing the vehicle.

A Jake Brake opens the engine exhaust valves at the top of the compression stroke to release the stored energy. It is much more effective than an exhaust brake.
The exhaust brake on your test truck just raises backpressure so the engine has to do more work on the exhaust stroke to expel the exhaust gases.
    Nerdy Bit Of Trivia:
Clessie Cummins, the founder of Cummins Engine Co., invented the Jake Brake. He invented it long after he had been maneuvered out of his own company, but gave them the opportunity to manufacture it. They turned him down, so he sold the invention to Jacobs Manufacturing, who named it the Jake Brake.
