The constitution says "and the FCT" not "including the FCT". There's a clear difference. "And" implies extra, and "including" implies intra... So whether it's a state or not. You must get 25% in the FCT, in order to be declared the winner.

So if one party wins only Abuja and another party wins majority of the popular votes and more than 25% in the 36 states, they should declare the party than won only in Abuja as the winner? I didn't know Datti was that shallow!! The wording of the constitution by including "AND" is adding FCT as a state and not as a factor in making it compulsory to win Abuja + 24 more states. He should stop deceiving some of these clueless and dumb followers that are stupidly believing him.
That is the job of section 299 to clarify that Abuja would be among the state. The conclusion didn’t end in section 134, it ended in 299 so you have to follow that to get the exact meaning.
Buhari didn’t get 25% in Abuja 2019. He was declared the winner. Obasanjo didn’t get 25% in Abuja 2003 he was declared winners.
Where was Keyamo when MC Oluomo made his threats in Lagos and followed it up with his cohorts unleashing terror on Lagosians during the gubernatorial election? Did any of these people make one comment to show dislike for what happened?
