The fact that the muses were the sirens' own mothers is just so cruel. It makes the punishment infinitely more cruel and painful. The whole universe of olympian gods is one of cruelty, power thirst and heartlessness, all sugar coated with beauty and glamour. A great tale of intrigue and power, showing how Hera is THE queen on Olympus! I think the whole point of this whole party and contest was Hera demonstrating the authority both she and Zeus commanded over the other gods, and subtly letting Demeter know not to trifle with them again. Hera practically dared Demeter to try and save her Sirens, and in front of the whole court, backed down from here, to everyone present that Zeus and Hera were the true power and authority among the Olympians.
This is only one version of the story. In others Persephone wanted to be him but her mother wouldn't allow it or permit it. So they concocted the abduction as way to bypass her. This way she didn't need to ask her mother permission and looked like a helpless victim. Again, because later she was happy being married to Hades, so it does at least appear that it could have been an elaborate scheme.
Honestly it’s all in the politics Demeter had just displayed defiance of the rulers decision and shown great power.
