It's a hard one to call as some bits look like they've been abandoned for years then there are fences which don't look that old. I only became aware of the place a few days ago so went along for a look. Didn't stay as long as I wanted to though as it was too cold.

It belongs to some old guy who comes down ,as he can see it from his other house, and loses the head with whoever he catches on his property
That land will be worth a fortune! The Council must be aware of who owns it as Council Tax will still need paying.
there's no Council Tax on land- indeed agricultural land may be exempt
