Yes, on his screen he really did shoot a rocket but on server it not happened because of packet loss. In spectator POV it looks he did not even shoot there, but on his screen he did but also not consumed an ammo for it. The routings toward QC servers are very messy for a lot of players around the world unfortunatly.
