[SPOILER WARNING] How I interpreted that telephone conversation between Ayame and Hamashima through the red telephone was instead that the Fuma clan had taken control of government departments including the BNM through its control of political figures who were promoted following the death of a significant number of politicians during the eclipse. Were there any other instances of Hamashima receiving orders through that telephone earlier in the series? I wonder whether Hamashima was knowingly taking orders from the Fuma clan given that the Fuma clan were, from conversations between BNM officers prior to the last episode, treated as the BNM's antagonists. Not saying I am right; just trying to clarify because it didn't occur to me during my first viewing that that telephone conversation was a major plot twist, but I agree that this interpretation would explain the statement that there had been a "change in the chain of command" following Yosuke's demise. I find it interesting that the Fuma clan were servants of the Hojo clan prior to their destruction at the conclusion of Hideyoshi's Odawara Campaign in 1590, but a living descendant of the Hojo clan was clearly subservient to the Fuma clan leader in the last episode.
If the ninja clans want Japan to be powerful again, they have to war with the Chinese and even potentially the US, their greatest ally and the one that defeated them in WW2
