Yeah, and Caylus gets on her for caring. Um, dude, it's THE LAW. In a lot of jurisdictions dogs are not supposed to be out in public unless they're on a leash. Doesn't matter how well behaved they are, they do not belong free roaming.

Im with you Caylus because these people were ridiculous and sadly I know people like this and arguing over the most dumbest things however it made me laugh and made my day . This really depends on the state. For example, states like Virginia and Texas don't have leash laws, but states like Kentucky and New York do.

The lady was freaking out about the leash thing because there are laws that say all dogs must be leashed for multiple reasons, such as them getting onto private property, or running into the streets, etc.

She also might have been scared. For example I am terrified of dogs and whenever I see one I walk the other way, I would want them on a leash too but I would never tell someone to put a leash on their dog.
