Gotta practice backing people down in the post then moment they get pushed back do hook shot and it should activate. Atleast that’s how I see people use it
You gotta use post up and then when u push them u gotta wait until u see a blue icon appear over your head and then you use hook shot. Btw u need a good center like embiid to r5 to use power offense or any center that has lvl 2 hook shot you gotta lvl them up
