It is a good move to replace higher management frequently. This will create a alertness among managers to practice ethical work culture . I fully support CTS CEO decision. It should be practiced in other IT companies as well .Companies actually is good but managers are making the life of a resource measurable .
The recipe you suggested sounds like "Amputation of leg is good, it saves life, whenever there is a pain in the leg we should amputate the leg". The logic here is if the pain is due to incurable gangrene or advanced stage of cancer in leg, then amputation may be suggested, but when you hurt your leg playing football, do you cut off your leg? For a matured organization (and of course a matured person) it is important to understand the root cause. So stop making sweeping statements without knowing what is the root cause.
Clearly this leadership (or an utter lack of it) is to be called out as a massive failure. There is a total loss of trust at multiple levels. No vision can be realized since practically everyone from top to bottom are insecure and uncetain about their own growth and tenure within this organization. A sad story for a company that was once a darling of analysts and investors.

In last 20 years a lot of focus was on quantity instead of quality and this gave rise to lot of mismanagement

Time in IT now for quality with experience and not quantity without knowledge or skills
Absolutely! Pity to see billions of dollars waste on poor Management's salary bonus etc and not invested back in R&D
