OpenAI tokens are not exactly cheap for someone who is just getting started as a student. It is a shame that these LLMs cannot run properly in a locally hosted environment. However, if tutorials can be extended to other LLM models which are freely available, that might be really helpful.
No, but they have updated so you can pay only for your usage. I normally only put $5 in at a time. I am experimenting with LLaMA 3 more though since I find having control over the model more interesting because then you can expand from prompt engineering into messing with fine tuning as well which can add more complexity to structured output.

You can host ollama on a pc with a decent specs

Just learn concepts and refer document to use some open source like huggingface with langchain
Use Openrouter ... you have a ton of LLMs to choose from there. Gemini Flash 1.5 is dirt cheap for instance, but even gpt 4o-mini is very affordable
