Everything hangs on all parties agreeing to the rules. We all know that at times rules are bent and skewed and the refs often look the other way or are bought. After the Society Union collapsed, many were hopeful that Russia could be draw into the international community as a cooperative, non-adversarial nation. Although I think it was clear early on that Russia would still be deeply corrupt and relations would still be frosty, it wasn't until more recently that it was clear just how adversarial and aggressive Russia was going to be towards the West.
