They have a tool called a center punch that breaks only the part of the window where the tool is used, and the entire window shatters but stays in place, allowing them to swipe away the broken glass and gain entry. Also, I think that if you’re in a crash bad enough that requires you to be pulled out of the car, your last concern is getting a few cuts from broken glass.
