I think that at 1:52 when Sotsuki says "越努力，越幸运" he was referring to the slogan for the Chinese idol survival show Idol Producer(偶像练习生 which I think got rebranded to 青春有你 but idk if they kept the same slogan because I didn't watch past S1 TT), so Raku follows up with the comment about how the 全民制作人("producer of the people") didn't want him to overexert his voice LMAO

They're playing/acting as their characters (as most Vtubers under an agency seem to do) so Sotsuki probably is, according to them. The actual person behind the screen however we may never know unless they say/are allowed to talk outside of their character.
