Just to add that tongues are a sign for the unbeliever. 1 Corinthians 22Therefore tongues are for a sign, not to those who believe but to unbelievers; but prophesying is not for unbelievers but for those who believe. So we must ask who in this account, are the unbelievers. First would probably some or all of the friends and family of Cornelius. Second would be the 6 brothers that accompanied Paul who most likely did not believe gentiles were to have salvation because Peter asks Acts 10:47“Can anyone forbid water, that these should not be baptized who have received the Holy Spirit just as we have?” This would suggest they had been forbidding baptism to gentiles thus denying gentiles a shared part in salvation and seeing the Holy Spirit fall on Cornelius removed all of their unbelief.
