It starts with a short form of the regions name (i.e. KS is short for Kassel so the plate starts with KS) then followed by either one or two random letters and lastly 1-4 random numbers. There's a region where the plate always starts with SAD and I've seen some chose AF as their random letters. So if you want SAD to be your liscense plate...move to Schwandorf in Germany
