It's a Tool Assisted Speedrun, so it's just a matter of finding the framerule for what frames give what payouts, then just doing the frame pattern that gets you to 999 the fastest.
It likely took a bit of time to find the pattern, but once it was found, the rest is pretty easy

it's not RNG at all, it's based on the frame you enter it, and with a TAS, you can do that any frame you want
