Hey Ryan, the numbers of gems you can convert are 10, 20, 30, 40 etc.., and back when the game was named "Idle Galaxy" The satelites were actually satellites beside the planets. Hope it helps!
Hey Ryan, just so you know the max button let's you buy the max amount of things you can buy. So it's not going to buy the max for that planet, but it let's you buy the max amount you have money for.

Max does all that you can do but if it says you can’t do it that means you don’t have enough for this single upgrade I think I don’t really know
