What this means is that it will affect total return of growth and tech companies as well as smaller businesses that don't distribute dividends. The buybacks made by Apple are at market price. Apple prefers buybacks over dividends to reduce their tax and keep up the value for their investors. The investors are working class who have retirement accounts as well as those who have retired. So he again hurts the workers and retired.
