Its gas , i cant remember what year they allowed penalties to be kicked from hands to touch. I think if a normal kick goes inside the line first, the kicking team should get the lineout too
@@ciaranflynn1397 I think that law came into force not long after the game went professional, i.e when the attacking side regains the throw at the lineout, via a penalty kick to touch, with 'lifting' also legalized. As for a place kick to touch from the ground, this was fairly short-lived and I don't recall ever seeing this strange option deployed, at either club or international level after 1986.
