I managed to do it without enableing the Accessability just repeat the first process to enable Play Services the second time not with swipe up...worked great!

I'm on the exact same phone and the steps you show aren't what I see on my phone.... after the second attempt at voice typing it just pops up a small bubble that says no permission for Google voice type and it goes back to the screen to add a new network over and over again
