Fakle was a gazprom PMC, same with Plamya and Potok battalions. Potok is under control of PMC Redut. Fakel and Plamya are under RUMOD control as far as i know.

there might be enhancement mods but none that i can think of.

It uploads the video then it has to process to HD which happens a few minutes afterwards
