Subject: Urgent Appeal for Justice in the Killing of David Lalmuanpuia and to Address Unlawful Actions by Vigilante Groups in Mizoram
Your Excellency,
I am writing to bring to your attention a grave and tragic incident that occurred on December 19, 2024, in Mizoram. David Lalmuanpuia, a resident of Airfield Veng, was brutally abused and killed by an vigilante group known as the Village Defense Party (VDP). This inhumane act followed accusations of robbery, for which he was handed over to the VDP by Rev. R. Lalhmuchianga, a pastor of the Mizoram Presbyterian Church of India, without any concrete proof of his guilt.
This incident is not an isolated one. Other groups, such as the Supply Reduction Service (SRS), a wing of the Young Mizo Association, and Kum Puan, an organization claiming to combat substance abuse and drug-related crimes, have also engaged in similar unlawful acts. These groups have overstepped their mandates and resorted to violence, particularly targeting individuals struggling with substance addiction. Such individuals are often marginalized, looked down upon by society, and unfairly associated with low status and wealth, making them easy targets for these vigilante actions.
The recurrence of such incidents highlights systemic failures in law enforcement and the unchecked actions of these groups, which operate outside the boundaries of the law. These actions violate human rights and undermine the principles of justice and fairness enshrined in our Constitution.
I humbly request your intervention to address this pressing issue and ask that you:
1. Oversee the ongoing investigation conducted by the Mizoram Police Department to ensure a comprehensive and impartial inquiry into the killing of David Lalmuanpuia and similar incidents, holding those responsible accountable for their actions.
2. Establish clear legal boundaries and oversight mechanisms for such as the VDP, SRS, Kum Puan and other groups/organizations to prevent abuses of human rights.
3. Promote awareness and sensitivity toward individuals suffering from substance addiction, emphasizing rehabilitation and humane treatment instead of violence and societal exclusion.
4. Strengthen law enforcement agencies to address societal concerns effectively, reducing the reliance on vigilante groups to take matters into their own hands.
This issue demands urgent attention to uphold the rule of law, protect vulnerable individuals, and ensure that such tragedies are never repeated. Your intervention is crucial to restoring faith in the justice system and safeguarding the fundamental rights of every citizen. Thank you for your attention to this urgent matter.
