Billy basically did nothing/died on the few ammo crate jobs, sold a couple bags of weed and spent 7.5k on 2 PNY cards. Even Rissa has helped the gang more getting mats with Maynard and working at the noodle booth
Cisco got mats consistently for months, provided buttcoin for jobs, helped supply the gang in every war + already lives with RJ and Lovemore so he's trusted. Cisco is way more valuable
