For those who haven't seen a high refresh rate display yet (like 144hz for example), it kinda looks like the "240hz" on this video, but without the blur, everything stay perfectly sharp, even on fast moves (and it looks a little bit smoother too, because it really is obviously).

Codm multiplayer mode is locked at 60fps so no matter what setting you choose it will always stay at 60fps. And only a few devices support 90/120fps.

In BR I always get like 40fps when I'm just looting and running. But engaging enemy while trying to ads frame drop to 20 and freeze for a moment before dying. I'm on the lowest setting.
Motion blur really makes the look of frame rate different
GL tools allows to unlock 120 fps or even higher on unity engine games such as codm so yes it is possible if you have phone with 240hz screen. SD 8+ gen 1 has 100-120 fps in BR and stable 120 fps in multiplayer. High fps doesn't give any motion blur.
