A used card comes with it's risks. 4060 TI also got DLSS 3 and Frame Generation. According to the video below, almost works at same. I always prefer a new card for couple of buckses more with a new tech. So I would recommend 4060 TI. If they would sell 3070 TI on $200, maybe my idea would change, but second hand card is always a risk. (btw if you gonna buy 3070 TI from a person you really know well, and maybe adjust the price for $300, you can think again. But from a stranger... 4060 ti is the best, it has superior performance, it is also a new technology, it will have improvements in the future and the electrical consumption is more efficient than the 3070
